About the Job
The Data Collection Specialist (Bilingual – English/Spanish) will support the execution of a comprehensive needs assessment for manufactured home parks in Danville, Virginia. This position involves direct engagement with residents and owners of manufactured home parks to collect household and community data through surveys, interviews, and observations. The ideal candidate will be fluent in English and Spanish, possess excellent interpersonal and data collection skills, and be comfortable working with vulnerable populations in diverse community settings.
Key Responsibilities:
- Provide regular updates to the Project Manager and contribute to the final assessment report with summarized findings.
- Conduct surveys, interviews, and other engagement activities with manufactured home park residents and owners in both English and Spanish.
- Accurately record and report data on housing conditions, utility access, tenancy status, health and safety concerns, and residents’ housing preferences.
- Assist in the development and localization (translation/adaptation) of survey tools and outreach materials.
- Support community outreach and engagement efforts, including setting up meetings and helping residents understand the purpose of the assessment.
- Document resident-owner dynamics and tenant experiences, particularly those related to economic vulnerability or exploitation.
- Participate in field assessments of park infrastructure and individual units, noting age, condition, and service access (water, electricity, broadband, etc.).
- Ensure data quality and integrity through careful documentation and adherence to ethical and professional standards.
Qualifications:
- Comfortable working independently and outdoors, with reliable transportation to reach various park locations.
- Proven experience in field data collection, community engagement, or related research activities.
- Bilingual fluency in English and Spanish, with the ability to conduct formal interviews and translate materials.
- Demonstrated experience working with economically and linguistically diverse populations.
- Strong communication skills, cultural sensitivity, and ability to gain trust in underrepresented communities.
- Familiarity with mobile data collection tools (e.g., KoboToolbox, ODK) and basic data entry procedures.
- High attention to detail and organizational skills.
Preferred Qualifications:
Basic understanding of public infrastructure issues (e.g., utilities, broadband, sanitation) and housing safety standards.
Prior experience with housing assessments or working in manufactured home park settings.
Knowledge of Danville’s local context or experience working with municipalities on community-based assessments.
